Wilson Zahilay to share next steps for troubled King County homelessness authority

SEATTLE – King County Executive Girmay Zahilay and Seattle Mayor Katie Wilson will outline a plan for the struggling King County Regional Homelessness Authority (KCRHA).

They say a joint plan will stabilize and reset the agency. Immediate steps will increase financial management and accountability, and help KCRHA comply with federal funding requirements.

Zahilay and Wilson have said that an independent financial analyst is now embedded in the agency.

Details will be shared at a noon news conference on Wednesday. The future of homelessness response in the region will also be discussed.

The changes come after a forensic evaluation that found significant financial and operational failures within KCRHA, including roughly $13 million in unaccounted public funds.

The evaluation recognized $8 million in unreconciled receivables, which KCRHA later claimed stemmed from expenses that were incurred but not properly billed to Seattle and King County.

KCRHA Associate Director William Towey told King County Councilmembers in a June 8 briefing that sometime between 2021 and mid-2025, KCRHA paid providers but failed to bill either Seattle or King County for some of those expenses.Immediately following the April forensic evaluation, members of the Seattle City Council and King County Council publicly called for KCRHA to be dissolved.
